MS4 Phase II

Minimum Control Measure 1

Phase II MS4s are required to educate their community about the link between common land activities and local streams, rivers and lakes. This link creates a potential for pollution during and after heavy rainfall and snow melting through stormwater runoff. Polluted stormwater runoff is often transported to municipal separate storm sewer systems (MS4s) and ultimately discharged into local rivers and streams without treatment.

The purpose of the MCM 1 website is to provide Kentucky 's MS4 communities with resources and tools for educating the public about stormwater issues. These resources are applicable to a variety of audiences as identified by the U.S. Environmental Protection Agency. These audiences include builders and developers, business and industry, citizens, elected officials, city and county employees, nongovernment organizations, schools, and volunteers and partners.
